Know Your Student

The only identity platform that catches fraud across institutions.

Ghost student fraud costs higher education billions every year

Empty university lecture hall

The Department of Education Office of Inspector General estimates that financial aid fraud costs $1 to $4 billion annually. Organized fraud rings use synthetic identities, stolen SSNs, and slight name variations to enroll ghost students at multiple schools and collect Pell Grant disbursements before anyone notices.

The core problem: no existing system verifies that the person enrolling is actually who they claim to be, or that they aren't simultaneously enrolling at other schools under different identities. NSLDS cross-references SSNs, but lags by days to weeks. FAFSA verification checks financial data, not identity. Manual review can't keep up with AI-driven, high-volume attacks that target enrollment windows, weekends, and holidays.

Every ghost student takes a seat in a capped course, a spot in a lab section, a place in a prerequisite sequence. The students who pay the price are overwhelmingly first-generation, working, and nontraditional learners.

Why current tools fail

Every existing defense has a blind spot that organized fraud rings exploit.

NSLDS
Cross-references SSNs with a multi-day delay. Fraud rings exploit the timing gap to collect disbursements at multiple schools before data syncs. Cannot catch synthetic SSNs.
FAFSA Verification
Confirms income and tax data for ~25% of applicants. Checks financial data, not identity. A ghost student with valid tax transcripts passes every time.
ID.me / Notarization
Verifies identity at a single institution, at a single point in time. No cross-institutional matching. No ongoing monitoring. No device or behavioral signals.
Manual Review
One financial aid counselor per 500-1,500 students. No cross-institutional visibility. Processes collapse under surge-volume attacks during enrollment windows.
Email / IP Filtering
Fraudsters create convincing emails in minutes. VPNs and residential proxies bypass geographic filtering. Blocks legitimate remote students while missing the actual threat.
Application Fees
Negligible relative to a $7,395 Pell Grant payout. Opens a stolen credit card vector and creates a real barrier for low-income applicants.

How Verifa's Know Your Student works

Student completing identity verification

KYS is a layered identity verification and cross-institutional fraud detection system. It integrates into your admissions workflow and applies the right level of scrutiny based on real-time risk.

1

Verify

Student photographs their ID and takes a selfie. Verifa checks document authenticity, face match, and liveness.

2

Cross-Match

Face, document, device, email, and phone are compared against every other student at every participating school.

3

Score

Every cross-institutional match gets a Ghost Student Score (0-100) that accounts for legitimate dual enrollment.

4

Act

Your staff sees actionable alerts. Confirm fraud on one student and Verifa traces the entire ring automatically.

Seven cross-institutional fraud signals

When a student verifies at your school, Verifa compares their identity signals against all other students at all participating institutions. No other tool does this.

Same face at multiple schools

Biometric face embedding comparison catches the same person enrolling at different institutions, even under different names or identities.

Same face, different name

When the same person uses a different name at another school, it's a strong indicator of identity manipulation or synthetic identity fraud.

Same document at multiple schools

Cryptographic hash matching detects the same document number used across institutions without revealing the actual number to anyone.

Same device at multiple schools

When 15 applications at 4 different schools all come from the same laptop, that's a fraud ring. Device fingerprinting catches it.

Same email across schools

Shared email addresses across multiple institutions signal coordinated fraud activity, even when names and documents differ.

Same phone across schools

Fraud rings coordinate with a small set of phone numbers. Cross-institutional phone matching surfaces these connections.

Enrollment velocity

Detects the same identity enrolling at multiple schools within a short window. Fraud rings exploit NSLDS timing gaps by submitting applications to several schools within days. Verifa catches it in real time.

Ghost Student Score

Every cross-institutional match receives a single actionable number from 0 to 100. The score combines all detected signals and accounts for legitimate scenarios like dual enrollment and transfers. Your financial aid staff doesn't need to interpret raw data. They get a tier and a recommended action.

Score Tier Recommended Action What It Means
0 - 25 PASS No action needed Legitimate cross-enrollment, transfer student, or dual enrollment
26 - 50 MONITOR Periodic review Some suspicious signals, but may be legitimate
51 - 75 REVIEW Manual investigation Strong fraud indicators requiring human review
76 - 100 HOLD Hold enrollment / aid Near-certain fraud. Different name, different DOB, same face.

A student legitimately enrolled at both a community college and a university with the same name and the same documents scores 25 or below. The same face with a different name at another school scores 90+. The scoring is calibrated to protect legitimate students, not flag them.

Designed to protect access, not restrict it

Fraud prevention in higher education carries a real risk: tools that create barriers for the students community colleges exist to serve. KYS is designed with this tension at its center.

No credit checks. No credit history required.

Many identity verification tools rely on credit bureau data and knowledge-based authentication ("What street did you live on in 2019?"). These approaches systematically fail for the students who need open-access education most.

  • 18-year-olds have thin or nonexistent credit files. Credit-based verification blocks them.
  • International students have no U.S. credit history. KBA is impossible for them.
  • First-generation and low-income students are less likely to have the financial footprint that credit-based tools depend on.

Verifa uses document verification and biometric face matching. A government-issued ID and a selfie. Every student has these, regardless of credit history, income level, or country of origin.

Scoring that distinguishes fraud from life

  • Dual enrollment is legal and common. The Ghost Student Score is calibrated so that a real student at two schools with consistent identity information scores in the Pass tier.
  • Transfer students, returning adults, and students who changed their name are not penalized. Only conflicting identity signals across institutions raise the score.
  • Every flagged match is reviewed by your staff before any action is taken. KYS provides intelligence, not automated rejection.

Fraud ring discovery

Ghost students rarely operate alone. When your team confirms one match as fraud, Verifa automatically traces every connected session by following shared signals: devices, emails, phones, and documents. Starting from a single confirmed case, the system unravels the entire ring.

How it works in practice

A financial aid officer at School A confirms that an applicant is fraudulent. Verifa discovers that the same device was used to submit 14 other applications across 3 other schools, all sharing 2 phone numbers and 3 email addresses. An entire ring of 15 ghost students is exposed from a single detection.

  • Automatic ring detection when a match is confirmed as fraud
  • Follows every signal type: device, email, phone, and document connections
  • Visualizes the full connection graph in your dashboard
  • All connected institutions are alerted via webhook

Schools never see each other's student data

University campus

The most common objection to cross-institutional fraud detection is data sharing. KYS is designed so that no student data ever crosses institutional boundaries.

Privacy by architecture

  • Face embeddings are mathematical vectors, not photographs. They cannot reconstruct the original face image. No photos are shared between schools.
  • Identity hashes enable matching without revealing actual values. The same document number produces the same hash at different schools, but no one can reverse the hash to get the original number.
  • Only match signals cross institutional boundaries. School A learns "this applicant's face was seen at another school with a different name" not which school, not the other student's details.
  • PII comparison happens server-side. Verifa decrypts both sessions' data using each school's own encryption key, compares, then discards the plaintext. Only boolean flags (name mismatch: yes/no) are stored.
  • Every school's data is encrypted with its own unique encryption key. Even Verifa's database access doesn't expose raw PII across institutions.

KYS is designed to comply with the regulatory frameworks that govern higher education identity data.

Built for higher ed leadership

University leadership in a board meeting

"What percentage of our recent enrollments are verified as real people?"

"If audited tomorrow, can we demonstrate that we took reasonable steps to prevent financial aid fraud?"

"What is the financial and reputational cost if we do nothing for another enrollment cycle?"

The clawback risk is real. When the Department of Education determines that financial aid was disbursed to fraudulent students, the institution repays those funds — not the student. A single fraud ring can trigger six- or seven-figure clawback liability. Schools that cannot demonstrate reasonable fraud prevention measures face the worst of both outcomes: financial loss and regulatory scrutiny.

The ROI is straightforward. The maximum Pell Grant is $7,395 per student per year. A fraud ring with 100 ghost students across 3 schools generates over $2 million per year in fraudulent disbursements. Catching just 14 ghost students per year pays for the entire system at a mid-size community college.

Many community colleges report fraud rates of 5-15% in online programs. If your school enrolls 5,000 students online and even 5% are fraudulent, that's 250 ghost students and $1.8 million in Pell Grant exposure per year.

Accreditation and federal compliance

Regional accreditors — HLC, SACSCOC, ACCJC, and others — are increasingly asking institutions to describe their enrollment integrity and student identity verification measures, particularly for distance education programs. A Verifa deployment gives your institution a concrete, documented answer.

  • IAL2-aligned identity proofing workflows designed to meet NIST SP 800-63-3 requirements for identity assurance level 2 — the standard referenced by the Department of Education for FAFSA identity verification
  • Full audit trail for every verification decision, investigation, and resolution
  • Compliance-ready reporting for DOE audits and accreditation reviews
  • Documented fraud prevention measures that demonstrate institutional diligence

Integration

Verifa is API-first. Add identity verification to your admissions portal with a JavaScript widget or direct API integration. Typical integration takes 1-2 days of developer time. Verification results flow into your existing systems via webhooks and API callbacks — enrollment holds, aid disbursement flags, and fraud alerts delivered where your team already works.

Works with your Student Information System

Verifa's API integrates with any SIS that accepts HTTP calls. We work with institutions to connect verification results into their enrollment and financial aid workflows — including Ellucian Banner, Oracle PeopleSoft, Anthology Colleague, Technolutions Slate, and Workday Student. No pre-built connector required. Our team works directly with your IT staff to map verification outcomes to the right enrollment actions in your system.

How schools participate

Verifa manages the entire cross-institutional fraud detection network. Your school just sees results.

  • Add identity verification to your admissions portal via API or JavaScript widget
  • Verifa handles cross-institutional matching, scoring, and ring detection automatically
  • Your staff reviews alerts and takes action in the dashboard
  • No data sharing agreements needed between schools. Verifa operates as an independent fraud detection network.
